疑問詞がない間接疑問文は whether [(ホ)ウェザー]という単語を使いましたね。
今回も疑問詞がない場合は、whether を使います。

whether to Ｖ¹ or (to) Ｖ²
Ｖ¹すべきかＶ²すべきか

whether to V (or not) ＝ whether (or ot) to V
ＶすべきかＶするべきでないか → Ｖすべきかどうか

or not の位置は本来は whether to V or not ですが、前置して whether or not toV となることもあります。
もっとも、 or not は省略することもできます。

1. I can't decide whether to go or (to) stay.
1. 私は行くべきかとどまるべきか決めることができない。
2. I can't decide whether to go (or not).
2. = I can't decide whether (or not) to go.
2. 私は行くべきかどうか決めることができない。

whether to V も 疑問詞 to V と同様に to の前に 主語 be動詞（I am） が省略されています。
つまり、be to V の「義務」の意味を含んでいます。

1. I can't decide whether I am to go or I am (to) stay.
2. I can't decide whether I am to go (or not).
2. = I can't decide whether (or not) I am to go.

念のために should を使って書き換えると、

1. I can't decide whether I should go or stay.
2. I can't decide whether I should go (or not).
2. = I can't decide whether (or not) I should go.

選択肢が２つある場合、まれに　whether が２回使われていることがあります。

1. I can't decide whether to go or whether to stay.

もう少し例文を追加します。

3. I didn't know whether to laugh or (to) cry.
2. 私は笑うべきか泣くべきか[笑ったらいいのか泣いたらいいのか]わからなかった。
4. The question was whether to receive the money (or not).
3. = The question was whether (or not) to receive the money.
3. 問題はそのお金を受け取るべきかどうかであった。
5. I'm not sure (of/about) whether to go today or (to go) tomorrow.　
5. I'm not sure ： 確信がない → よくわからない
4. 私は今日行くべきか明日行くべきかよくわからない。
※ of [about] は通例省略されます。

では、５つとも例文を覚えましょう。

1. 私は行くべきかとどまるべきか決めることができない。
2. 私は行くべきかどうか決めることができない。
3. 私は笑うべきか泣くべきか[笑ったらいいのか泣いたらいいのか]わからなかった。
4. 問題はそのお金を受け取るべきかどうかであった。
5. 私は今日行くべきか明日行くべきかよくわからない。
