Ken is not very smart.

It seems (that) Ken is not very smart.
Ken, it seems, is not very smart.
Ken is not very smart, it seems.

It does not seem that Ken is very smart.

S seem(s) to V を使う否定文も、to Vnot置いた

Ken seems not to be very smart.

Ken does not seem to be very smart.

It seems (that) Ken is not very smart. (△)
Ken, it seems, is not very smart. (△)
Ken is not very smart, it seems. (△)
It does not seem (that) Ken is very smart. ()
Ken seems not to be very smart. (△)
Ken does not seem (to be) very smart. ()

S can't [couldn't] seem to V (Vすることができないように思われる[思われた]) がよく使われます。

S can [could] seem to V
It can't seem that …
